Before the Battle of Hogwarts, Molly was, at best, mid-tier. Post-Battle of Hogwarts, however, she was elevated to god-tier, the exact same tier as her daughter, Ginny. The tournament community viewed Molly as an extremely viable option with no real matchups. The reasoning behind the original ruling was that she wasn't seen in action much, which works in favor of the common conception that tiers are not to be taken as a list of best-to-worst, but simply a list of tournament standings.
