Educational Decree 22

Passed on August 30th 1995, this allows the Ministry of appoint their own choice of candidate to any Hogwarts teaching role, should the school fail to find a suitable candidate through their own processes. This allowed them to make the very quick appointment of Dolores Umbridge to the position of Defence Against the Dark Arts teacher, which Professor Dumbledore had failed to fill (despite Snape applying for the job yet again). She was rushed into place for the beginning of the school year, arriving on September 1st.
