Educational Decree 23

This was passed on September 8th and created the role of Hogwarts High Inquisitor, which was of course filled amply by Dolores Umbridge. The High Inquisitor acted as an inspector of staff at the school, with the power to have teachers removed from their posts if deemed necessary. The High Inquisitor conveniently also had the power to impose further Educational Decrees at will.
