Educational Decree 25

This decree was passed on November 2nd, and arose from Umbridge’s dissatisfaction with Professor McGonagall’s successful attempt to have the Gryffindor Quidditch Team reformed. This followed Educational Decree Number 24, and a refusal by Umbridge to allow this particular team to exist. The decree gave the High Inquisitor total authority over all punishments handed out in the school, with power to apply her own punishments instead, or to alter those made by other teachers
