Educational Decree 28

Following the disappearance of Professor Dumbledore, this decree installed Professor Umbridge as Head Teacher of Hogwarts. This was the last of the Educational Decrees.

At a later stage toward the end of the summer term, Argus Filch finds a parchment in Professor Umbridge’s office approving whipping as a form of punishment. This may have been intended to form the basis of a further decree, but thankfully it never made it that far. All of the above decrees were rescinded following the return as Headmaster of Professor Dumbledore.
